A report by Vanguard indicates that the Nigerian army captain who allegedly ordered soldiers on security check-point along the Ibi-Jalingo expressway in Taraba state, to attack and kill police operatives attached to the Inspector General of Police Special Intelligence Response Team, IRT, has been identified.
According to the report, police investigation carried out so far has revealed that telephone conversations between the kidnap kingpin, Alhaji Hamisu Balla, alias Wadume and the captain, were about 191 within the space of one month between July 9 and August 6.
A source quoted in the report, explained that the police authorities believed that the army captain might have been providing cover for the kidnapper, who is said to have received hundreds of millions as ransom from his victims.
The army captain, who is currently undergoing interrogation at the Defence Headquarters Abuja, was arrested alongside five other army personnel, who were alleged to have taken part in the horrific killing of the three policemen and their two civilian agents.
The arrested solders had confessed that they received orders to attack the policemen from the captain, whom they said informed them that Wadume had been kidnapped and was being transported in a silver-coloured Toyota Hiace Bus.
The soldiers claimed that they acted squarely on the orders of the captain, being their superior officer, but police sources at Force Headquarters Abuja, disclosed that the police authorities have established strong links between the army captain and the notorious kidnapper, alleging that the army captain was on the kidnapper’s payroll.
Investigations have also revealed that the army captain, who was not present in Ibi town at the time the IRT operatives arrested Wadume, might have ordered his men to attack and kill the IRT operatives as well as rescue his friend, the kidnapper.
Meanwhile, Peoples Democratic Party (PDP) Governors Forum has condemned the killing of the three policemen and some civilians by men of the Nigerian army in Taraba.
Chairman of the forum and governor of Bayelsa, Seriake Dickson, in a statement he issued on Monday, August 12 in Abuja, described the killings as “unfortunate, sad, tragic, wicked, malicious, unprofessional and totally unacceptable” to the people of the country.
ABUJA (Reuters) – Nigeria’s President Muhammadu Buhari has told the central bank to stop providing funding for food imports, his spokesman said in a statement on Tuesday, a move that has raised questions about the bank’s independence.
Nigeria, which has Africa’s biggest economy, is the continent’s top oil producer and relies on crude sales for around 90% of it foreign exchange. Low oil prices led to a recession in 2016 from which the country emerged two years ago.
Since Buhari first took office in 2015, Nigeria’s central bank has presided over policies aimed at stimulating growth in the agricultural sector to reduce dependence on oil. Those policies included a 2015 ban on access to foreign exchange for 41 items that the bank felt could be produced in Nigeria.
“President Muhammadu Buhari … disclosed that he has directed the Central Bank of Nigeria (CBN) to stop providing foreign exchange for importation of food into the country,” Tuesday’s statement said.
“Don’t give a cent to anybody to import food into the country,” Buhari said, according to the statement, which said that the call was in line with efforts to bring about a “steady improvement in agricultural production, and attainment of full food security”.
“The foreign reserve will be conserved and utilised strictly for diversification of the economy, and not for encouraging more dependence on foreign food import bills.”
The latest move comes only weeks after Central Bank Governor Godwin Emefiele in July said the bank would ban access to foreign exchange to import milk.
Tuesday’s statement prompted many observers to point to the central bank’s status as an independent body.
“The central bank act of 2007 makes it clear that the bank is independent. It is not supposed to be taking direct instructions from politicians,” said Kingsley Moghalu, who served as deputy central bank governor from 2009 to 2014.
“The trajectory in this administration is that we have seen a very clear tendency for the president to direct people. Increasingly Nigeria’s institutions have lost independence,” said Moghalu, who was a contender in February’s presidential election.
Bismarck Rewane, an economist and the head of Lagos-based consultancy Financial Derivatives, also said the bank was supposed to be independent.
A central bank spokesman did not immediately respond to phone calls and text messages seeking comment.
Buhari has been a vocal supporter of such restrictions and one of his first moves after his re-election in February was to reappoint the central bank governor.
Rewane said a curb on foreign exchange for food imports could backfire after Buhari last month signed up to the African Continental Free Trade Agreement (AfCFTA). That deal seeks to create a continent-wide free trade zone where tariffs on most goods would be eliminated.

A Canada-based organisation, 1Million Teachers Inc, has appointed the Emir of Kano, Muhammad Sanusi II, as the Chairman of its Advisory Board in Nigeria.
The monarch is also to be a board member of the organisation’s parent body, 1 Million Teachers Canada.
According to a statement on Tuesday, 1Million Teachers Inc. “provides access to high-quality teacher education to severely underserved communities around the world.”
The statement quoted the organisation’s Chief Executive Officer, Hakeem Subair, as expressing his excitement at Sanusi’s appointment.
“It is a morale booster for the team. 1 Million Teachers regularly seeks strong voices, to help us amplify our advocacy for access to equitable and inclusive education for all, especially women and girls, and to provide counsel to our team.

Prominent political gladiators from the ruling All Progressives Congress were on Monday absent from the 80th birthday celebration of the first National Chairman of the party held in Benin, Edo State.
But the National Chairman of the opposition Peoples Democratic Party, Uche Secondus, and the Edo State Chairman of the party, Chief Dan Orbih, were at the special church service held in honour of the octogenarian, while former President Olusegun Obasanjo sent a representative and goodwill message.
Prominent APC members absent at the occasion were President Muhammad Buhari, Asiwaju Bola Tinubu and the APC National Chairman, Adams Oshiomhole, among others.
Among the APC governors, only Rotimi Akeredolu of Ondo State was at the mass held for Oyegun at St. Paul Catholic Church on Airport Road.
However, prominent Edo indigenes, including Governor Godwin Obaseki, a former Edo State governor, Lucky Igbinedion; the Esama of Benin, Chief, Gabriel Igbinedion; the Speaker of the state House of Assembly, Francis Okiye; and the minister-designate, Osagie Ehanire, were at the event.
The Archbishop of Benin Diocese, Augustine Akubeze, in his homily, said President Muhammadu was not listening to the cries of the people.
Akubueze said, “We must point out that many Nigerians are not happy about the high level of insecurity in the country. A government cannot claim to be legitimately presiding over the country when it has no control over terrorisation of Nigerians. From the North to the South, from the East to the West, from Middle Belt to Mid-West of the country, there are constant fears among the citizens.
“Many Nigerians rightly feel that the present Federal Government is not listening to them. Many Nigerians feel that the issue of insecurity is one that should be primarily dealt with. The loss of lives and property of Nigerians must never be politicised. In many countries, people come together to fight terrorism; the death of Nigerians should be of great concern to every politician, irrespective of political divide,” he said.
Akubeze extolled the virtues of the celebrant as a symbol of political altruism and called on both Obaseki and Oshiomole to end their feud so that the state could contribute meaningfully to the development of the country.
He regretted that of recent, Edo State had been in the news for the wrong reasons on the issue of the state House of Assembly even though it is a mono party house.
“We want Oshiomhole and Obaseki to come together and discuss ways of moving the state forward. We must ensure that the rest of Nigeria can see us as a people capable of providing the nation with a national leader,” he added.
Meanwhile, in his speech, Obaseki said he had met with Oshiomhole, adding that efforts were being made to resolve issues created by “third parties” in the state.
He said, “Today, we are here to celebrate our own Chief Odigie-Oyegun. On behalf of the people and Government of Edo State, I want to congratulate you on your 80th birthday.
“For your contributions and what you have done for our dear state, I have decided to name the public service academy, which is under construction, after you. We know your passion for public service; therefore, we have decided to name this edifice which will be completed within the next 60 days, after you. President Muhammadu Buhari will come and inaugurate the academy, with you standing beside him. It will be known as the John Odigie-Oyegun Institute for Public Administration.”
Other dignitaries that graced the church service were the Edo State Deputy Governor, Philip Shaibu; the Chief Judge of Edo State, Justice Esohe Ikponmwen, Secretary to the State Government, Osarodion Ogie; and representatives of the Benin monarch, Omo N’Oba N’Edo, Uku Akpolokpolo, Ewuare II.
An angry mob on Saturday, August 10, reportedly lynched an Assistant Superintendent of Police (ASP) attached to the Area M Command for allegedly shooting a pregnant woman called Biliki.
The Nation reports that the horrible incident happened at Agbole area of Ijegun in Egbe-Idimu local council development area on Saturday afternoon.
It was also gathered that two other policemen sustained various injuries and ran to the palace of the Ijegun monarch for safety.
It should be noted that trouble for the security operatives started after a stray bullet reportedly fired by them during their chase of suspected kidnappers hit the woman.
She was said to have immediately been taken to the clinic but died shortly after. Her death soon caused an outrage as residents wondered why the operatives would shoot in an area with so many people.
A resident identified as Damilare Olarenwaju said that the policemen fired at a roundabout with so many people around.
He said: “How can policemen fire shot at a roundabout, on a Saturday close to festive period in Ijegun?”
The development, according to the Nation, made the youths in the area to block an important road to in the community.
Another resident said: “The road in front of the king’s palace is impassable at the moment. Vehicular movements have been diverted into a nearby street to access Ijegun bus stop.
“The information I gathered is that the policemen from Area M fired gunshots while chasing suspected criminal and the bullet killed a woman. Youths in the area killed him and injured his colleagues. One of them managed to crawl to the Oba’s palace.”
Bala Elkana, the police spokesperson in the state, confirmed the death of the officer and the injured, adding that policemen have been deployed to the area to restore peace.
“I cannot tell you what really happened at the moment but it is true that we lost an ASP and two order ranks were injured. They are of the Anti-kidnapping unit attached to Area M.
“Reinforcement has been deployed to the area for the restoration of peace. Let us first calm the situation before we can talk of what happened,” he said.
Meanwhile, Legit.ng earlier reported that Mohammed Adamu, the Inspector general of police, ordered full-fledged investigations into the circumstances surrounding the death of three police operatives and one civilian by soldiers in Taraba state.
Jeffrey Epstein, the disgraced millionaire who was facing federal sex trafficking charges, died by suicide Friday night in his Lower Manhattan jail cell, three law enforcement officials told ABC News.
The exact timing and circumstances were not immediately clear.
Epstein, 66, was set to stand trial next year for allegedly sexually abusing dozens of minor girls in New York and Florida.
His death came less than three weeks after he was found unresponsive in his cell at Metropolitan Correctional Center in Lower Manhattan, with marks on his neck that appeared to be self-inflicted, sources told ABC News.
He had been on suicide watch since the July 23 incident.
Epstein was arrested on July 6 for alleged sex trafficking of minor girls at his Upper East Side mansion and his home in Palm Beach, Florida. Some of the charges date back to the early 2000s.
Epstein, 66, pleaded not guilty to the charges. He faced up to 45 years in prison if convicted.
His alleged crimes were thrown back into the spotlight amid renewed scrutiny of the plea deal Epstein reached with the U.S. Attorney’s Office in Miami in 2007, led by then-U.S. Attorney Alexander Acosta. A non-prosecution agreement allowed Epstein, a hedge-fund manager, to plead guilty to two state charges and avoid federal charges for an allegedly broad pattern of similar sexual misconduct. He would serve just 13 months of an 18-month sentence in county jail in Florida.
The victims in that case were not made aware of the negotiations for nearly a year after the agreement was signed, according to their attorney.
The deal is currently under review by the Justice Department’s Office of Professional Responsibility. Acosta was serving as President Trump’s Labor Secretary amid the controversy over his role in the deal. He later resigned from that position.
A fierce legal battle is brewing between Parliament and Law Society of Kenya (LSK) over the conduct of business that is now becoming a game of wits after Kwale Woman Representative Zuleikha Hassan was shown the door from parliamentary proceedings on Wednesday.
In a press statement issued on Friday, August 9, by clerk of the National Assembly Michael Sialai replying to LSK’s press statement, both have gone for each other’s collar with each side claiming the other is irresponsible and urging each to mind about their businesses.
Sialai told off LSK arguing that of late it has abrogated itself to the power of policing Parliament even when no law has given them that imagined role and that why don’t they allow their lawyers to conduct businesses as each one wishes.
But in an exclusive interview with Ganze MP Teddy Mwambire differed with Sialai sharply terming it chauvinistic behavior which has sunk in Parliament and there should be proper laws to determine what happens if a male MP is left with suckling kid.
“A kid is born out of men’s contributions, why are we burying our heads into the sand,” Mwambire noted.
Even as the clerk and Mwingi Central MP Charles Nguna termed Zuleikha’s bold move as gross misconduct and appalling, LSK is now calling the legislative house to lead by an example of morality.
“It is unfortunate for LSK to issue an alarming statement without ascertaining facts on what transpired in the chamber on August 7. We note with regret that of late LSK is becoming busybody to say the least,” read Sialai’s statement.
The society condemned removal of the lawmaker from the House sessions demanding apologies from MPs to Zuleikha and the society.
In a statement issued on Friday, August 9, LSK said the MP and her infant were handled in an inhumane manner and there was need to address the rights of breastfeeding mothers to work.
On a quick rejoinder, Sialai confirmed Parliament had facilities for lactating members and staff with a baby care unit.
“Parliamentary Service Commission has gone out of it’s way to treat all members equally and provide services and facilities that uphold the Constitution, dignity and rule of law to the members and staff,” he said.
He further added the standing orders of the assembly obligates the speaker of any house of Parliament to order any member who conducts himself or herself disorderly manner to get out of the chambers.
The society issued a stern warning to Parliament demanding it to be at the forefront by providing conducive work environment to it’s breastfeeding staff.
This comes barely seven years after PSC passed a bill in August 2013, which required government institutions as well as private firms to set a lactating room for breastfeeding mothers, travel with their care givers when going for sittings and meetings besides a room.
The Kaduna State Government on Wednesday gave seven conditions to the embattled leader of the Islamic Movement in Nigeria, known as Shi’ite, Shiekh Ibraheem El-Zakzaky, and his wife, Zeenat, for their travel to India for medical treatment.
A Kaduna State High Court presided over by Justice Darius Khobo on Monday permitted the IMN leader and wife to travel to India for treatment following injuries they sustained during the IMN’s clash with the Nigerian Army on December 15, 2015.
The state government, which on Tuesday said it would appeal the ruling, however, said on Wednesday that it would not seek a stay of execution because it believed that people should have access to medical treatment.
According to the statement, the conditions to be met before the Shi’ite leader and his wife could travel included the confirmation of “his appointment with the hospital by the Ministry of Foreign Affairs; an undertaking by the defendants to produce two prominent and reliable persons as sureties, one being a first-class chief/emir of national repute and the other a prominent person within Kaduna State, who shall undertake to produce the defendants whenever they are needed.”
The statement added,
“The Federal Government of Nigeria shall obtain from the Government of India an irrevocable guarantee that it will not entertain any application by the defendants/applicants or any third party seeking asylum under any guise.”
Meanwhile, Shi’ites on Wednesday accused the Nigeria Police Force of holding on to the corpses of 12 of its members who died in course of the July 22 bloody clash between the group and security agents in Abuja.
The couple’s lawyer, Femi Falana, SAN, however said he was not part of arrangement and lacked the backing of any law.
“A party in a case cannot dream of some weird ideas parade them as an agreement and impose same on a court and the other parties,” he said.
He noted that the Kaduna State Government had probably shelved the idea of appealing against the Monday’s ruling of the court on the grounds that “the Court of Appeal has ruled that you cannot stay the execution of orders of this nature.”

Akinwunmi Ambode, immediate past governor of Lagos, has cleared the air over a statement attributed to the Economic and Financial Crimes Commission (EFCC) alleging that it had frozen certain accounts linked to him.
According to Ambode, no account of his contains N9.9 billion let alone being frozen by the EFCC.
He, however, added that in the spirit of Sallah and having been governor in the state with utmost dedication and integrity, his record is very clear and his mind joyful for the opportunity to have served the state diligently.
Speaking through a statement by Habib Aruna, his media aide, Ambode said while he did not intend to join issues with the anti-corruption agency at this time, especially as there has been no communication between him and the commission on this issue, it is pertinent to clarify what he believed was a misleading import of the press statement on Tuesday, August 6.
Ambode explained that the accounts in question that were frozen by the Federal High Court belong to the Lagos state government and not him or any individual.
“Those accounts were opened in the course of normal operations by the Lagos state government for its administrative purposes and not for the former governor’s personal transactions as was being wrongly insinuated and have been operated to ensure smooth operations of government activities by previous and present administrations.
“The former governor was not and will never be involved in any unauthorised use of government property and resources.
“We strongly believe that after four demanding years as chief executive of Lagos state, Mr Ambode is entitled to some deserved rest with his family and loved ones without the unwarranted attacks on his well-earned reputation,” the statement said.
Ambode said he believes that at this critical time of the country, all hands must be on deck to support “our great party, the All Progressives Congress (APC), both at the state and national levels in order to continue to deliver the dividends of democracy to Lagosians and Nigerians respectively.”
The former governor re-assured Nigerians that he remains committed to the ideals of President Buhari and the founding fathers of the party for the attainment of the ‘next level’ for Nigeria.
He also extended warm Sallah greetings to President Buhari and his deputy, Prof Yemi Osinbajo; the national leader of the party, Asiwaju Bola Ahmed Tinubu, as well as every Lagosian.
Ambode said he prays that the lessons of Sallah would serve as a catalyst for the much-needed bond and spirit of brotherliness among all and sundry in Nigeria.

Two people have been warned they face jail after admitting accessing CCTV footage of Emiliano Sala’s post-mortem examination.
The 28-year-old footballer had just signed for Cardiff City when the private plane he was travelling in crashed into the English Channel north of Guernsey on 21 January.
His body was recovered from the wreckage of the plane on 6 February and a post-mortem examination was carried out the following day at Bournemouth Mortuary.
A police investigation was launched after an image purporting to show Sala’s body was widely circulated on social media.
It was understood to show his torso, with a distinctive tattoo on his arm, mid-examination.
Sherry Bray, 49, and Christopher Ashford, 62, appeared at Swindon Crown Court on Friday where they admitted accessing CCTV footage of Sala’s post-mortem examination.
Ashford, of Calne, admitted three counts of securing unauthorised access to computer material between 9 and 11 February this year.
Bray, of Corsham, admitted three counts of securing unauthorised access to computer material between April last year and February this year.
Two of these related to her using using the CCTV equipment at Bournemouth Mortuary to access the post-mortem examination of Sala in February, while the third related to the autopsy of another person Andrew Latcham.
Bray also admitted perverting the course of public justice by instructing Ashford to “delete your pics” on 12 February, and the next day deleting the post-mortem cameras from the live feed camera facility and deleting the post-mortem image of Sala from her mobile phone.
Judge Peter Crabtree warned the pair both faced jail.
“The starting point is custody undoubtably in this case, it’s extremely serious,” he said.
Bray and Ashford were both released on bail to appear at the same court on 20 September.
Speaking about their crimes, Detective Inspector Gemma Vinton of Wiltshire Police said: “They have been very distressing for the families involved at what is already a traumatic time when people are grieving for their relatives.”

The Royal Family is hiring a security officer to join the London palaces, a new advert on the Buckingham Palace website shows.
The role, which is based at the Queen’s main residence, is described as delivering a ‘vital’ safety service to the landmark buildings, and requires the individual to ‘have a good level of physical fitness’ .
Joining the ‘dedicated’ Fire and Access team at Buckingham Palace, it supports all aspects of fire safety and access control, and the person in the role is expected to act as first-response in the event of a fire or security alert.

Ugandan musician Michael Kalinda popularly known by his stage name Ziggy Wine has died following alleged attack by yet to be identified assailants.
Reports reaching TUKO.co.ke on Monday, August 5, morning indicated Kalinda succumbed to his injuries at Mulago Hospital where he was admitted on Sunday evening.
Confirming the sad news, firebrand Opposition politician and fellow musician Robert Kyagulanyi Ssentamu alias Bobi Wine said Kalinda took his last breath on Sunday night.
“Our friend Ziggy Wine could not make it. He passed on last night, succumbing to injuries sustained after a horrendous encounter with kidnap and torture.
Very painful! He joins other countless Ugandans. As we mourn him, we resolve to work even harder to end this. Rest well brother,” the MP tweeted on Monday as he mourned his friend and supporter.
The deceased who was a member of the Firebase Crew owned by Bobi Wine was reportedly abducted by unknown people on his way to the recording studios in Kamwokya on July 21, 2019.
He was later found dumped at Mulago in bad shape and with his left eye plucked out and two fingers chopped off.
“My friend Ziggy Wine, fellow artiste and People Power comrade was kidnapped only to be found three days back tortured beyond recognition, left eye plucked out, two fingers cut off, belongings taken and left for dead,” Wine said.
Besides being an upcoming musician, Ziggy Wine was a blogger.
Cardi B has scored a victory in her legal battle with a former manager after a judge agreed to seal her taped deposition.
Lawyers representing the rapper’s ex-manager, Klenord ‘Shaft’ Raphael, urged the judge to toss her request for confidentiality, but he agreed the hitmaker’s reputation could be damaged if documents were leaked and sided with Cardi, real name Belcalis Almanzar, on Tuesday (06 Aug 19), according to The Blast.
“The Court concludes that the status of Belcalis Almanzar as a person of public interest, as well as the privacy interest enjoyed by any litigant, strongly counsel in favor of limiting the use of the video version of the deposition,” his ruling read.
“Accordingly, it is hereby ORDERED that the video version of the deposition of Belcalis Almanzar shall be used only for purposes of this litigation and shall not be filed or otherwise disseminated to any member of the public without permission of the Court.”
Shaft sued Cardi B for $10 million (£8.2 million) last year (18), claiming she breached their contract by firing him.
The rap star countersued, accusing him of taking advantage of her and taking “an unreasonable and unconscionable portion of earnings”.
Raphael has also made it clear he wants to quiz Cardi’s father, sister and Offset about his former client’s finances.
The Federal High Court in Lagos on Tuesday ordered the freezing of three bank accounts allegedly belonging to the Lagos State Government over an alleged N9.9bn fraud.
The accounts domiciled in First City Monument Bank, Access Bank and Zenith Bank are numbered 5617984012, 0060949275 and 1011691254, respectively.
Justice Chuka Obiozor ordered the “suspension” of the accounts following an ex parte application by the Economic and Financial Crimes Commission.
The EFCC had prayed the judge to freeze the accounts pending the conclusion of investigations and possible prosecution of the Permanent Secretary in the Office of the Chief of Staff to the Governor of Lagos State, Adewale Adesanya, for money laundering.
In an affidavit filed in support of the ex parte application, a member of the EFCC investigating team, Kungmi Daniel, said the commission discovered “a huge inflow of N9,927,714,443.29” from the state accounts into an FCMB bank account opened on September 17, 2018 during the Akinwunmi Ambode administration operated by Adesanya.
Daniel said the schedule of the FCMB account showed how Adesanya and the other signatories to the account made fraudulent transfers from the accounts of the Lagos State Government and dissipated the funds in the said accounts.
“The trend in the account is that the account always witnessed a huge inflow from Lagos State Government into the above scheduled accounts managed by the respondent (Adesanya),” the investigator said.
He said upon the receipt of intelligence, the EFCC analysed it and found it worthy of investigation.
The EFCC prayed the court to grant them an order to temporarily take over the accounts to enable them to conclude their investigations.
The EFCC said, “There have been concerted efforts and attempts to dissipate the contents of the accounts listed in the schedule to this application.
“Without freezing the nominated accounts and temporarily forfeiting the money to the Government of the Federal Republic of Nigeria, there is no way the fraud being perpetrated using the scheduled accounts can be stopped.”
After listening to submission by lawyer for the EFCC, Mohammed Abbas, Justice Obiozor granted the prayers.
He adjourned further proceedings in the matter till September 9, 2019.
The EFCC later on Tuesday issued a statement saying they had secured a freezing order by the court on an account allegedly linked to Ambode.
The PUNCH had exclusively reported in June that loyalists of the National Leader of the All Progressives Congress, Asiwaju Bola Tinubu, were dragging Ambode to the EFCC for investigation.
Spokesman for the EFCC, Tony Orilade, said in a statement titled,
‘EFCC Secures Freezing Order on Accounts Linked to Ex-Gov. Ambode over Alleged N9.9bn Fraud’, said Justice Obiozor of the Federal High Court sitting in Ikoyi, Lagos, on Tuesday ordered the freezing of the sum of N9.9bn belonging to the Lagos State Government.
The money was domiciled in First City Monument Bank account number 5617984012; Access Bank account number 0060949275 and Zenith Bank account number 1011691254, respectively, according to the statement.
A source, however, told one of correspondents that the accounts had nothing to do with Ambode.
“It is mischief. The bank accounts are not the former governor’s personal accounts; they belong to the Lagos State Government and were used by the previous and present administrations for state administrative purposes,” the source added.
Ex-Chief Press Secretary to Ambode, Habib Haruna, did not take his calls, which rang out several times.
R. Kelly is now facing four sets of separate sex-crime charges, with the newest filed Monday by authorities in Minneapolis, Minnesota.
Hennepin County Attorney Mike Freeman announced at a news conference in Minneapolis that Kelly is being charged with two counts of prostitution and solicitation involving a girl under 18 for an alleged incident in 2001.
Freeman said Kelly is charged in an incident involving a girl he met at a concert. The girl sought an autograph from Kelly, and he gave her the autograph and a phone number, Freeman said.
When the girl called the number she was invited to Kelly’s hotel and offered $200 to take off her clothes and dance, the prosecutor alleged. He says Kelly took his clothes off and they danced together.
Kelly is already facing multiple federal and state sex-crime charges in three separate indictments in the Eastern District of New York, in the Northern District of Illinois and in Cook County in Illinois.
“It is despicable that Mr. Kelly used his fame in order to prey on underaged girls,” Freeman said. “While there are more numerous charges in the Illinois and federal cases, we wanted to make sure that our victim here in Minneapolis also receives a measure of justice. We fully expect that at some future date, Mr. Kelly will have to account for his actions in Hennepin County.”
Freeman says his office investigated after getting a tip from a Chicago tip line.
“We felt we had more than enough to charge based on her testimony and corroboration from her brother,” Freeman told reporters. “I don’t like buying sex from minors, and I don’t think most other people do either.”
According to the criminal complaint, the woman contacted police in January (when the anti-Kelly film series, “Surviving R. Kelly,” aired on Lifetime) to report an incident that occurred the day of Kelly’s concert on July 11, 2001. She was 17 at the time.
Freeman said the three-year statute of limitations for such cases in Minnesota only applied if Kelly remained in the state, which he did not.
Kelly’s lead defense attorney, Steve Greenberg, tweeted: “Give me a break. This is beyond absurd.”
Gloria Allred, the crusading attorney who represents multiple Kelly accusers, said she represents this newest accuser of Kelly, whom she did not identify.
But she sought to clarify that her client is not a prostitute despite the language of the charges against Kelly.
“I would like to emphasize that my client is not a prostitute. She is instead a child victim of Mr. Kelly,” Allred said in a statement emailed to USA TODAY. “My understanding from law enforcement in that state is that the only available statute for which Mr. Kelly can be charged is the prostitution statute.”
She urged Minnesota to change its laws to “more properly reflect crimes” against children.
“In its present form, some victims may be fearful of coming forward because they don’t want to be classified as prostitutes, when nothing can be further from the truth,” Allred’s statement said.
At least one other accusation in a different state, Michigan, also has been under investigation: In March, the Detroit Police Department acknowledged it was investigating allegations that Kelly sexually assaulted a 13-year-old girl in 2001 in Detroit. Police Chief James Craig issued a statement then saying Detroit police got a tip about the alleged crime from Chicago police.
Allred said she also represents that accuser, now an adult. She told USA TODAY that her client had been interviewed by police and was willing to testify about her allegations, but no charges have been filed in Michigan.

A Nigerian court on Monday granted bail to a detained Shiite leader, whose case has sparked bloody protests, so that he can fly to India for medical care, his lawyer said.
Ibrahim Zakzaky, the founder of the outlawed pro-Iranian Islamic Movement in Nigeria (IMN), has been in detention along with his wife Zeenah Ibrahim since their arrest in December 2015.
“The judge has ordered that Zakzaky be flown to India for proper medical attention,” Femi Falana told AFP.
A member of the defence team said his wife was also allowed abroad for treatment.
The ruling could help defuse spiralling tensions with the group after the government banned it late last month on “terrorism” grounds after a spate of deadly clashes.
But the authorities have already ignored previous court orders to release Zakzaky.
Prosecutors told AFP officials were studying the latest decision to see whether to appeal.
Falana said the Shiite leader and his wife did not attend Monday’s hearing in in the northern city of Kaduna because of their poor health.
“They were too sick to be physically present in court,” Falana told AFP, adding that necessary legal documents would have to be signed before they could be released.
Zakzaky, who is believed to be aged in his mid-sixties, was arrested in 2015 after violence that rights groups say saw the army kill some 350 of his followers and bury many in mass graves.
Supporters have been holding almost daily protests in the capital Abuja pushing for his release amid fears over his deteriorating health.
At least eight people, including six protesters, a senior police officer and a trainee journalist, were killed during protests on July 22.
Zakzaky’s lawyers say he has lost the sight in one eye and was on the verge of going blind in the other, while he had some bullet fragments lodged in his body from the 2015 crackdown.
A court in 2016 ordered Zakzaky and his wife released — but the authorities refused and filed charges against him including homicide.
Zakzaky and the IMN, which was founded as a student group in the 1970s, have been at loggerheads with the government for years because of his call for an Iranian-style Islamic revolution in Nigeria.
Northern Nigeria is predominantly Sunni Muslim.
